Sweden's central bank is reconsidering the introduction of a digital krona as developments in European digital currencies and the increasing adoption of stablecoins raise new questions about the country's future payment infrastructure.

In a letter, the Riksbank encouraged Sweden's parliamentary Finance Committee to begin preparing legislation that could support the eventual launch of a central bank digital currency (CBDC). The recommendation marks a shift from a government inquiry conducted three years earlier, which concluded that there was insufficient justification for introducing a digital version of Sweden's national currency.

Sweden reconsiders digital krona amid digital euro progress

One of the main factors behind the Riksbank's renewed interest is the European Central Bank's continued development of the digital euro. The ECB is preparing to conduct a digital euro pilot in 2027, with a potential public launch anticipated in 2029. According to the Riksbank, these developments could place Sweden's payment infrastructure at a competitive disadvantage if the country does not establish a comparable digital form of its own currency.

The central bank believes that preparing the necessary legal framework would allow Sweden to respond more effectively to changes in European payment systems, even if a final decision to introduce a digital krona has not yet been made.

Foreign-currency stablecoins raise concerns for Swedish krona

The Riksbank also identified the growing popularity of stablecoins as a potential long-term challenge to Sweden's monetary system. In particular, the central bank expressed concern about stablecoins linked to foreign currencies, especially the US dollar, becoming increasingly attractive for everyday transactions.

Although the Riksbank currently considers the immediate risk limited, it warned that widespread adoption of foreign-currency stablecoins could eventually weaken the role of Sweden's national currency in domestic payments.

“If stablecoins pegged to foreign currencies are considered attractive as a means of payment, the use of the Swedish krona could come under pressure even within Sweden’s borders,” the letter read. The concern reflects the possibility that consumers and businesses could increasingly rely on digital payment instruments denominated in currencies other than the Swedish krona.

Riksbank calls for early legislative preparations

Despite renewed interest in a digital krona, Sweden's central bank emphasized that developing and launching a CBDC would require substantial preparation. The Riksbank estimates that implementation would take at least five years, excluding the additional time needed to introduce and approve the necessary legislation.

Given this lengthy development process, the central bank recommended that lawmakers begin establishing the legal foundations for a potential digital krona without waiting for a final decision on issuance. This approach would preserve Sweden's ability to introduce a CBDC if future developments in digital payments, stablecoin adoption or the European monetary system make it necessary.

For now, the Riksbank's proposal represents a call for regulatory preparedness rather than a commitment to launch a digital krona.
