Bilal Bin Saqib, head of Pakistan’s crypto council, announced on May 28 that Pakistan is establishing a strategic Bitcoin reserve.

Speaking at the Bitcoin 2025 conference in Las Vegas, Nevada, Saqib said the Pakistani government is following the United States’ lead in creating a Bitcoin strategic reserve and is adopting pro-crypto regulatory policies. He told the audience:

"Today is a very historic day. Today, I announce the Pakistani government is setting up its own government-led Bitcoin Strategic Reserve, and we want to thank the United States of America again because we were inspired by them."

This announcement marks a significant shift from Pakistan’s previous stance that cryptocurrencies would never be legal in the country.

Pakistan’s move reflects the growing trend of nation-states adopting pro-crypto policies following the regulatory shift in the United States under the Trump administration.

In February 2025, Pakistan began exploring the creation of a “National Crypto Council” to develop a regulatory framework for cryptocurrencies and attract foreign investment.

The council proposed several initiatives, including using excess energy to mine Bitcoin and building a national Bitcoin treasury.

In May 2025, the council allocated 2,000 megawatts of surplus energy for Bitcoin mining and high-performance computing data centers.

Binance co-founder Changpeng Zhao, appointed as an adviser to the council in April, will provide guidance on crypto regulations, blockchain infrastructure, and digital asset adoption.

Trump’s World Liberty Financial (WLFI), a decentralized finance protocol, signed a letter of intent on April 27 to help Pakistan tokenize real-world assets, build DeFi architecture, and develop crypto products.

In May 2025, Pakistan’s Ministry of Finance commissioned a new agency, the Digital Asset Authority, to oversee the regulation of crypto platforms and issue licenses to digital asset providers operating in the country.
