Christopher Hui, Hong Kong's Secretary for Financial Services and the Treasury, confirmed the timeline during a policy briefing, stating that authorities intend to submit an amendment bill “within this year.” According to an official government statement, the proposed legislation will establish licensing requirements across four major categories of digital asset services, broadening regulatory oversight of the sector.
The proposed amendment bill will introduce licensing frameworks for companies providing digital asset trading, custody, advisory and asset management services. Hui explained that the initiative responds to the “innovative developments” taking place across financial technology, reflecting the government's efforts to adapt its regulatory framework to an evolving digital asset industry.
The planned legislation represents another step toward establishing more comprehensive oversight of cryptocurrency-related activities in Hong Kong. By introducing licensing requirements across additional service categories, authorities aim to create a clearer regulatory structure for businesses operating in the digital asset market.
The latest announcement follows earlier commitments by Hong Kong regulators to strengthen oversight of the cryptocurrency industry. In January, Hui indicated that authorities intended to present a draft proposal addressing digital asset regulation before the end of 2026.
At the time, he also confirmed that the Hong Kong Monetary Authority (HKMA) had begun reviewing applications from companies seeking authorization to issue stablecoins. The licensing process marked an important development in Hong Kong's efforts to establish a regulated environment for digital asset issuance and related financial services.
In April, the HKMA issued its first stablecoin issuer licenses to Anchorpoint Financial and the Hongkong and Shanghai Banking Corporation. The approvals represented an early milestone in the implementation of Hong Kong's stablecoin regulatory framework, allowing authorized institutions to participate in the sector under regulatory supervision.
Together with the proposed licensing requirements for trading, custody, advisory and management services, these developments highlight Hong Kong's continuing efforts to build a more comprehensive regulatory environment for digital assets. The upcoming amendment bill is expected to further clarify the requirements for cryptocurrency businesses as the jurisdiction expands its approach to digital asset regulation.
