Healthcare funding had been a major point of contention during negotiations, with Democrats calling for stronger support measures, while Republicans preferred to address the issue after the bill’s passage. Following the signing, Trump suggested openness to collaboration with the opposition, stating, “I’m always willing to work with anyone, including the other party,” and adding, “We’ll work on something having to do with health care. We can do a lot better.”
The 43-day closure marked the longest government shutdown in U.S. history. The new funding bill will keep the government operating until January 30, giving lawmakers additional time to agree on a more comprehensive funding package for 2026.
The end of the shutdown means employees at key financial agencies such as the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) can now return to work. Several cryptocurrency exchange-traded fund (ETF) proposals are still awaiting SEC approval, while the CFTC is set to move forward with its Nov. 19 confirmation hearing for Mike Selig, Trump’s nominee to lead the agency.
At the same time, the U.S. Treasury can now continue reviewing public comments on the GENIUS Act, a proposed framework focusing on stablecoins, which had been paused during the shutdown.
Despite the resolution, the crypto market showed little immediate reaction, with Bitcoin prices remaining relatively stable. Historically, previous government reopenings have been followed by notable market rallies, but this time, investor sentiment has so far remained restrained.
