GREECE CRYPTO TAX
Greece is preparing to introduce a new cryptocurrency taxation framework that would impose a 10% capital gains tax on individual investors while exempting annual profits of up to 500 euros ($559.95).

The country's Ministry of National Economy and Finance published the draft legislation outlining proposed tax rules for cryptocurrency trading and other digital asset activities. According to the ministry, the legislation is intended to address existing gaps in Greece's tax treatment of cryptocurrencies and establish clearer obligations for investors.

Greece proposes 10% tax on cryptocurrency gains

Under the proposed framework, individuals would pay a 10% tax on capital gains from cryptocurrency investments, with annual gains of up to 500 euros exempt from taxation. The legislation would also introduce a voluntary disclosure mechanism allowing individuals to declare previously realized cryptocurrency profits without facing penalties, provided they do so within 12 months of the law's publication.

Additionally, transactions involving exchanges between cryptocurrencies would be exempt from capital gains tax, distinguishing crypto-to-crypto swaps from taxable disposals. Income generated through cryptocurrency staking, lending and liquidity provision would be subject to a separate flat tax rate of 10%.

European countries continue developing crypto tax frameworks

Greece's proposed legislation follows similar efforts across Europe to establish clearer taxation requirements for cryptocurrency investments. Austria introduced a 27.5% tax on cryptocurrency gains in March 2022, while France implemented a 30% flat tax on individual crypto capital gains in December 2018.

Germany is also considering changes to its cryptocurrency taxation framework. In September, the German Federal Ministry of Finance reportedly proposed applying the country's standard 25% flat-rate tax to cryptocurrency trading profits beginning in 2028. Under Germany's existing rules, individuals can generally sell cryptocurrency holdings without incurring capital gains tax if the assets have been held for more than 12 months.

These developments reflect the different approaches European governments are taking toward cryptocurrency taxation as digital asset markets become more integrated into the broader financial system.

EU expands cryptocurrency tax reporting through DAC8

Alongside national tax reforms, European Union member states are implementing additional reporting requirements under the eighth amendment to the Directive on Administrative Cooperation (DAC8). The directive expands tax transparency obligations by requiring cryptocurrency service providers to collect and report information about transactions conducted by EU users.

Data collection requirements took effect on Jan. 1, 2026, with service providers required to submit relevant information to national tax authorities. The first automatic exchanges of information between EU member states, covering cryptocurrency activity during 2026, must be completed by Sept. 30, 2027.

DAC8's cryptocurrency reporting provisions are based on the Organisation for Economic Co-operation and Development's (OECD) Crypto-Asset Reporting Framework (CARF), which aims to improve international tax transparency for digital assets.

Greece joined a multinational commitment to implement CARF in November 2023, agreeing to begin exchanging cryptocurrency-related tax information by 2027. Together, the proposed national tax legislation and EU-wide reporting requirements represent further steps toward establishing more comprehensive cryptocurrency taxation and oversight across Europe.
